Sealed product can buy, pre-order never buy

As the title says, You can buy from him if he has the products with him. But anything else on pre-orders is a huge no. Prismatic Evolutions i pre-ordered 3 cases from him, and he cancelled it and after that he sold those he cancelled at 2x the price. Really disgusting fella
